Not very well.
It's a log periodic design, which is nice, but it's designed around cellular frequencies. That might be good if what you want to hear is on 700 and 800MHz, but it's going to perform poorly on VHF and UHF.

The cross polarization thing won't work in your favor. That's designed for cell sites that often use -45º and +45º polarization on their panel antennas. Public safety stuff is going to be vertically polarized. Having the antennas at 45º like that is going to reduce the received signal by some amount.

You'd need to redesign the mounts to get them vertical, and then combining the two antennas would take some work (it's not as easy as "T-ing" them together.

And since I couldn't find a price for Canada or USA, I have no idea if it's a good value or not. Either way, it won't work well as is, and you can probably do better without having to redesign the mount.

it you pay next to nothing for it used maybe it could be a educational project. but so many other antennas available for not much money.
including building you own using PVC pipe and some steel rod.

how did you come across this company in Slovenia?

Just to add.. It's a directional antenna.. You'll have to be pointed at whatever you want to hear. Anything off the sides and back of the antenna will be heavily attenuated.

If you're just interested in hearing one transmitting site, then you can mount the antenna permantently pointed in that direction. If you want to listen to other sites in other directions, then you'll need some method of rotating it.
