Can a dual band antenna be used with the repeater as long as you have the proper duplexers in place? I believe it can be done, but cannot get a solid answer.

Yes, but it would be near the bottom of the list of suitable antennas.

We have 2 separate antennas right now, the 70 cm isn't as good as it should be. Any suggestion would be of help. The 70 cm is a 2 dipole array and is mounted below the 2 meter antenna by 6'.

I've run a Comet GP9 with a 2m and 440 repeater connected at the same time at my house. I can say it works but there are much better choices. I recently moved to a separate 4-bay VHF and 4-bay UHF and my range went up drastically. I would also never put up a "Cheap Chinese Antenna" at a commercial repeater site or mountain top where it will see a lot of wind or ice. Many of these cheaper antennas have dissimilar metal junctions inside which can contribute to passive IMD increasing the noise floor into the repeater receiver.

Just use two of the biggest best quality antennas you can afford for both bands and do not use any LMR cables in the common antenna line. A 2-bay is not much of an antenna and a 4 or 8 bay will noticeably extend the repeaters range.
