I have a Yaesu VX-8R that is almost brand new so I am not sure what is causing this problem. Using the rapid charger (plugged into a standard wall outlet), when the radio or battery alone are placed in the charger, the red charging light will blink and then the green charged light will blink slowly. I have tried using different outlets at my house and in dispatch, with the same results.

Sure sounds like a bad battery. The Lithium-Ion cell is 3.6 volts DC, and there are two of them in the Yaesu battery packs, giving you a series-connected nominal 7.2VDC. If the charger doesn't "see" two normal cells it gives you the crazy flashing lights. I'd suggest you try to get Yeasu to replace the pack for you under warranty. Either that or buy a replacement cell and replace the bad cell in the pack. The cells don't cost all that much, around $10-$15 each.
