No specific listing for a Yavapai OEM. There are several special response things list under the Sheriff Posse and the Jeep Posse.

In a lot of areas the county OEM just uses a Sheriff frequency or a county frequency when the need arises.

There are several listings in the FCC database, but none with OEM. Maybe these will help, if not just search the FCC database using the name Yavapai.

Yes, that is the meaning.

There is no dedicated publicly announced OEM frequency that I've found, even within the YCSO VHF band, although the County uses the ARES/RACES system when required and staffed by approved and vetted volunteers with Amateur licenses.

Does anyone have any freqs for Yavapai OEM, if they even use radios?

not being familiar with AZ politics, but in many Eastern regions, OEM, EMA or even the ole CD are not what they used to be with lots of volunteer personnel to staff shelters, handle transportation etc etc. Most are an appointment to be able to say you have the position when applying or Grant $$ and generally the EMA/OEM Director is the Police or Fire Chiefs.. and the use of Two-way dramatically for them declined with the loss / retention of personnel
