Just logged a TGID of 51201 not sure what that would be maybe a PD frequency bc it's encrypted?

Very active 51201 at one point yesterday was decrypted and heard 10-4 and enroute to next call so thinking pd frequency? also could someone explain why it was decrypted for just that brief amount of time? thanks
