Zello App limits my phone volume if it’s on

I have and monitor scanner feeds set up as zello radio channels. One question I haven’t been able to answer is why does it limit my phone and or Bluetooth volume when it is on? It’s been annoying for months since some update. Historically I’ve been able to monitor these in silence only hearing transmissions. That’s still possible but no matter what I try the volume is only allowed to go so high but it’s allowed to go higher anytime I turn the app off. Thanks for any help.
