how would you program this into scanner, just use the control channel in red is that right only one channel needed ?

EDACS systems can not do control channel only trunking. You will have to put in all the freqs. in a site.
Also, the freqs. MUST be in those exact channels (the small number in front of each freq.) and since there is only one 01 channel per bank, each site must be in its own separate bank. Depending on your location, you may need only one site.
