Default How does this work?

Say a radio is affiliated with talkgroup A on Site A in which all the voice channels are being used by other talkgroups. What happens when a radio on Site B trys to talk on talkgroup A, do they get a busy signal or does the radio on site A miss everything?

IS it a SmartZone System? Where T/G's are simulcast on each Zone ?
then Yes.. they get a busy signal, because someone is already talking
and they would be hearing them talk and already know not to key-up unless it was an emergency [some systems have an over-ride]

I don't believe you read my entire post. Say I am affiliated with a site in which all voice channels are currently occupied by other users. Somebody from another site tries to talk on the talkgroup I am affiliated with, will they get a channel grant even though I wouldn't be able to hear them?

No they will not get a channel grant. They will get a busy even though there are resources available on Site B.

If your Zone is all tied up with ALL Voice Channels Occupied, and they attempt to Talk on a T/G and they are on another Zone and there are Voice Channels available in that Zone , yes they will be able to talk.

As long as the resources are available where they are, when they PTT they will have access, just the T/G will not appear on All Zones...

We see it all the time here in Massachusetts.

Yes, but you will not hear them, until your Zone get's an Open Voice channel.
