Assuming you're talking about the Motorola trunking system, no. The hex ID is a 4 hex digit code used to identify the system. This is easily decoded from the system's transmission.
The system key is a file used by the RSS or CPS software to allow the radio to be programmed to access that system. This file is a fairly small encrypted file that is only (legally at any rate) given by Motorola to the owner of a trunking system. Any requests for the file by unauthorized folks will be politely refused by Motorola.
As you may not (or may) know, when talkgroups are programmed into Motorola radios, they are programmed using the hexidecimal version, of its decimal ID.
