Default Armer = Project 25?

I see these terms a lot... and I know my city (Mpls) is on Project 25... but when I download data via Win96 I see MOT and ARMER a lot.

What's the skinny on this stuff? I am totally new to digital scanning... but knowledgeable with older analog scanning.

ARMER = Allied Radio Matrix for Emergency Response, it is a P25 system and this is a location specific question.
