How can a Radio Shack pro-94 track this type of system? How do I program it?

It can't. And that's that.

At this moment there's not ANY scanner that can, by itself, track an ESK system.

Your ONLY way of tracking an ESK system is to use the ESK-enabled version of ETrunker, or UniTrunker, which supports ESK, and connect it to a second scanner that can be controlled by the application. (AOR scanners, for example.)

There's no other way to do it as of now.
