I know that the audio level at the receiver of an analog FM radio is influenced by the deviation of the transmitted signal. When listening to my HP1s (I have 2) some digital (P25) stations boom in and others are just a whisper... I have used the audio offset feature to tome the "boomers" down a bit. Any one know what influences the received audio level in a digital receiver decoder?

With frequency modulation variances in voice volume and distance to/from the mic did not matter that much.

With digital voice processing however the differences can vary greatly as it seems to amplify louder noises which can block out the transmissions entirely, regardless of the scanner's volume levels and ADC settings. I have noticed this on three different scanners and the settings do no good.

Some people just speak loud and/or are to close, or to far from the mic.

You obviously never listened to guys who left the mic on the hanger and just keyed up and talked. :D

But yes, digital systems are more sensitive to that effect.
