I think I understand and can relate to what PCTEK is saying. The backlight setting is set to "squelch". If the 396xt is in display mode 1, you can sometimes see the "LNK" to the right of the frequency. This "LNK" is displayed either prior to or after a voice transmission showing that data is being sent. The "LNK" would be replaced with "P25" during actual voice transmission. Sometimes my area's most active trunked system stops without a light or tone alert and I see the "LNK" displayed. For some reason the 396xt stops on a tgid when the "LNK" data is active, but it does not recognize it as open squelch, and therefore does not activate the alert light or tone. I too do not understand why it does not recognize the voice transmission when it begins. Even if it originally stops when data is sent, if a voice transmission then begins, this means the squelch is open and it should activate the alert. Maybe this can be a fix in the next firmware update if enough people know about it.
