Uniden doesn't want to accept liability for rollbacks. It can be done; many on these forums have rolled back firmware on Uniden radios.

It is my understanding that people are tracking the Tompkins County system somehow. I recommend posting a survey or query to the New York Forum about it.

How would one go about rolling back firmware for a 396XT?

There is no "roll-back" for the 396XT that I am aware of. The roll-back issue is for the 996T.

I'm not so sure you should give up on trying to receive this system. As I write this, I am listening to the Louisville MetroSafe system. It is a P25 Motorola Astro system which also has 12 simulcast towers. There is that garbling so some degree, which I understand is an artifact associated with simulcasting.
I can hear this system on all four Uniden scanners - 396, 396XT, 996, 996XT - that I have.

Correct. There have been no firmware updates for the 396XT yet.

The 1.07.00 Update which addressed the following:
This update makes the following changes to your BCD396XT scanner:
- Remove the option for Control Channel Only for Motorola systems. All Motorola systems are trunked using Control Channel Only...this setting is unnecessary.
- Improvement of Close Call performance against frequency drift.
- Fixing an issue where, when on a trunked system, the priority interval is 2 seconds even when the option is set for 10 seconds.
- Fixing an issue where a GPS alert could cause the scanner to lock up if several alert points were within close proximity.
That is the only update so far.

I rolled my 396T to 2.00.07 from 3. something, whatever the factory flashed it to when it was in for repair. It was much better on the Indy / Marion county Indiana system after that.
I had to set the "use Motorola end code" in order to get the system in San Diego to work, but I didn't have it set in Indy. I use Freescan, but I had to install the Uniden program to load their canned version of the San Diego system to get it to work, that's when I noticed the end code had been set.
Uniden has some more paperweights to get rid of now, thanks to their violation of FCC regs.

Corporation (“Uniden”) apparently liable for a forfeiture in the amount of twenty-three thousand dollars
($23,000) for willful and repeated violation of Section 302(b) of the Communications Act of 1934, as
amended (“Act”) and Section 2.803(g) of the Commission’s Rules (“Rules”).
The noted apparent violations involve Uniden’s marketing of non-compliant General Mobile Radio Service (“GMRS”) transmitters.

I hope you do realize that the info below has NOTHING to do with scanners. It has to do with GMRS radios which have nothing to do with this thread. If you are trying to harm Uniden's reputation you will have to try another way as this attempt fails.

I do agree about that however the post I am talking about appears to be nothing more than a strawman designed to try to smear Uniden's reputation.
Why would the poster post info about a GMRS Transceiver issue in a thread that has NOTHING TO DO WITH GMRS.
If you read over his post it actually makes no sense as he first talks about his 396T and rolling back firmware then makes an illogical jump to talking about GMRS transceivers. The 2 things have nothing to do with each other.
Let's get this thread back on the original topic of Moto Type II P25 reception in the 396XT.

I would suggest that the OP post his file (either ARC-XT or preferably FreeScan) so that we can take a look at what's programmed. That would give us more info to possibly be of assistance.
