Red face 996t programming

Hello
I have a 996T, just upgraded to Butel 996 pro ver 3.2. from a earlier version. I have a problem getting a conventional system to receive. I have loaded the washington state patrol into the scanner and it is assigned the key Q7 and there are 9 groups under the system and the group are assigned q1 thru q9. The scanner display shows on the SO line that #7 is active and the group line on the display shows 1 thru 9 are active and the group line blinks every couple of seconds. This system won't receive anything and just keeps scanning. I have 6 trunking systems installed and all are working fine.
Any help on what i am doing wrong would be greatly appreciated.

just a suggestion, is your squelch set to high perhaps?

The squelch is set correctly, if i stop the scanning on the system i am having trouble with, i can set the squelch. Thanks.

The only thing I can think of is to go into the menu system and see if the system or any groups are locked out. This is a different lock out than using the quick keys. When I first had my 996T is accidentally set a group to be locked out. It drove me crazy because the QK indicated that it was being scanned, but it wasn't. Other than that, it looks like it's a straight forward VHF system which shouldn't be too complicated to program.
