The only band excluded by the FCC is the cellular portion of the 800 MHz band.

Because Uniden designed it that way.

The BR330T includes the 512mhz to 763mhz frequency range. In addition to the former analog UHF TV audio, there are quite a few wireless microphones that operate in this frequency range.

Most scanners have excluded the UHF TV band since the first ones were made. There are no crystals AFAIK for that band, and until the upper portion (channels 69-83 or thereabouts) of the UHF TV band were reallocated few if any scanners would tune there. (470 to 512 used to be TV channels, too, which is why it is called "T-Band.")

The FCC had nothing to do with it. Scanner manufacturers have to balance consumer demand (as they perceive it - not always accurately) for frequency coverage with the technical difficulty (read: expense) of building a scanner that will do the job adequately. There has been no "need" for scanners to cover most of the UHF TV band until now, so scanners generally have not been designed to tune there.

The newest scanners cover the band, although the boundaries and capabilities within the 700 MHz band are variable among models.

Those are two separate issues.

The T-band would not be "blocked." It would simply be missing from the scanner's available frequency coverage.

The cellular bands are blocked by law. The radio's circuitry might be capable of receiving signals in that range, but the manufacturer is not permitted to allow that to happen. Modifying the scanner to override or bypass this block is illegal.
