F+L/O, L/O while in that search permanently locks it out.

I tried that but did not work. Maybe I'll have to reset the radio??

Anyone else notice UPMan's new avatar: "Extreme Makeover--Home Patrol-1 Edition"? Must be some kind of "hint" of things to come. I'd like to see one that reads: "BCD-396/996XT - Now with TDMA!"

If that did not work...you missed doing something. So, I'll say it slightly differently.
While scanning, when the scanner is scanning the service search, press F (at that point, the scanner will temporarily hold on the service search; if it has moved on and is no longer on the service search, rotate scroll to bring the search up, again). While F is still active, press L/O twice within a second. This will permanently lockout the search.
You could also navigate the menu to the search settings and turn off Search with Scan for that search.

I'm having this issue too.
Both "Public Safety" and "Custom 10" are showing up when I manually click through the select knob on top. The two systems are locked out of searching, but they're still manually accessible and there's a ton of them I'd like to remove.
In Freescan under "Set Scanner Options" then "Service Search," I've disabled everything under "Search Key Assignments."
Uploading those settings, those two systems still show up in my search. There's gotta be another option to set somewhere.

Freescan: On "Custom Search" tab, lockout the whole column.

You cannot delete service searches or custom searches. You can only enable/disable (or lock/unlock) them.

If you use software to program the radio (I can only speak for Proscan), assign each of the service searches a Quick Key. That allows fast 3 keypresses to turn them on or off. I couldn't find a QK assignment option via menu but the software had it.

That's how I have it set up. Every one from Custom 1 to Custom 10 is individually locked out. I don't see an option for "Public Safety" there.

Try this:
Menu->Search For....->Edit Service->Public Safety->Search With Scan->Set Quick Key or Set Lockout and take it from there, or see the attached.
If you need to, assign an unused Quick Key 0~99 (99 in my example)and disable the QK ".99"
I haven't recreated it, but I'm sure that you're very close to a solution.
Good luck!
