Too Stupid to Program Conventional

I have a Uniden BCD396XT and I use BCTool for my programming. I live in the county and work in the city. I have programmed the EDACS from the city perfectly. Sounds good and I catch everything. I have programmed the conventional system for my county and am missing something that I hope is right in front of me and someone can point it out. I miss the beginning and end of every transmission. If some says a three word sentence, I only get the middle word. I feel like I've searched everywhere here and have searched through the easier to read manual. Someone pleeeeeeease point me to the magic setting.

Check ur squelch setting. It may be too high.
