I'm not using the two scanners, simultaneously, on identical antennas, listening to the same systems. But my impression is that the 996 is a bit more sensitive than the 396.
As far as 'transferring frequencies', you can't clone from one scanner to the other via a cable, if that's what you're thinking. However, you can use the Uniden UASD software, which is a free download for both units, to accomplish the same thing.
Just download & install the UASD version for the 996 (be sure & select the option with the software key via email). If you already have the 396's version, just copy the *.usd files for any systems you want to share from the database folder for the 396 program to the one for the 996.
The 396 files will load, & scan, in the 996 after you add them to a configuration in the 996 software. You will, of course, need to tweak them with the site location data if you're going to use a GPS while mobile. You can also edit the *.usd files as needed to tag the audio field for the 996 to 'analog', 'digital', or 'all' (a feature I wish the 396 had).
