Kevin is correct. The bandplan settings emitted over the control channel will always over-ride what you've programed into the radio. I'd imagine when the radio first starts to scan the system(and during "house cleaning"), it will load the bandplan settings from memory. Once the radio decodes the bp from the data stream, it will update the saved settings(if any), and use those changes in it's current form.
If the radio has trouble decoding the cc, it can pollute the the bandplan settings with bad data. However, this will not affect the radio's capability to decode in any way, shape or form. It is only used for channel assignments.

Of course they are still present, why would the radio update the settings to something that doesn't exist?
