Negative Delay

I have both the HP1 and BCD996XT and they both support negative scan delay settings. Can someone explain what this really means? I can understand no delay or a positive value for the delay setting, but how can you have a negative delay, ie, you can't 'delay' for less than nothing.

I have not been able to find anything in the manuals or online that really explains this.

For example, if you have a negative delay of -5, when the scanner stops on a channel with that setting it will play for 5 seconds then resume scanning.
