Default Sds100 tone out standby

While in tone out standby mode with the tone A & tone B set for my department I was still receiving transmissions at times break-in when it should of been silent. While in this mode it should remain completely quiet until my fire department is toned out and the scanner receives the tones I have set for tone a & tone b. It's not working as expected. Any advice or a firmware fix to correct the issue in this. There needs to be a option to add a ctcss/dcs tone as well to the tone out setup to help restrict unnecessary interference.
