Default 396T white noise or not decoding P25?

I have an older 396T that has the latest firmware on it and it's hooked up to an outside antenna and I am getting a full scale on the little signal meter in the screen. Every once in a while I get a loud signal that comes in on one of the talk groups that sounds almost like an open squelch with some digital noise. I'm curious is it not decoding the P25 signal properly or is it just noise? I use this scanner to feed one of my feeds here on RR and I get complaints sometimes from my listeners about this noise. I have tried adjusting the squelch with no success. I have 2 other scanners on the same system, one is an identical 396T and the other is a 996T, neither of these experience this issue.

Any ideas??
