I am in my office in Layton, by the clearfield job corp and i am picking up an signal strength of S-9 and better on my icom R 8500 on 172.8250Mhz in the clear... Does any one know who these people are ?

probably from the freq its you area fire center for either blm or forest service one of their channel i know moab and blm/forest service uses quite a few when there is fires going....

How about helping us help you by taking the time to provide a few more details.

P-25 or analog? What sort of callsigns, what sort of traffic are you hearing?

If it's part of the FAA "C3" VHF network, it should be P-25 these days.

Sadly not all regions have been converted to P25

Ch.02 172.9500R / 169.3500 [Repeater EA63N]
from Holyoke MA is still 136.5 Hz
