I heard the UCAN techs talking about "Pilot" last week. That's what I thought that this may be the one I thought it to be. Pilot Peak is outside of West Wendover in Nevada and would have good coverage along the Utah border up to Box Elder County. I've heard rumblings that Box Elder will be switching over next year so this makes sense.
Borders don't matter when it comes to coverage. Medicine Butte is in Wyoming but covers the upper portion of Summit County and there is a Colorado DTRS site on Abajo Peak in San Juan County that covers Dolores County there.

I think there will be 2 new sites Pilot and Lynn. I've heard talk about both Pilot and Lynn sites. Here is a link that shows both the BLM sites. Don't know if this is where they will be, but it is a reference.
