Strange European time station

I came across this "musical" shortwave time station somewhere in Europe earlier this year via the Global Tuners rig in Yorkshire, England (I have heard it on others in Europe as well.) Frequency is ~10000 kHz AM. It sounds like it plays an identification message around the 45s point, but is in Spanish and Portuguese (neither of which I understand) and is so interference-ridden that it's almost impossible to make out what she's saying. Anybody know anything about this thing or where it is?

NOTES: The signal tends to fluctuate somewhat in this recording, and there are times when I tune +- a few kHz to escape the noise.

EDIT ADD:
Just found it on Wiki (must have only recently been added to Template:Time_signal_stations, since it wasn't there last time I sawit about two months ago) that it's an experimental Italian time station, JN53DV.
