I am hearing at least two stations using phone and there appears to be a third I am unable to hear, based on their breaks in transmission. I am unsure of the language, but I would guess a Chinese dialect. I was dialed into 11.175 USB and one of the stations is blasting in. I am located in Central California. The time is 04:09 UTC and they've been talking for about 30 minutes on 11177.25 LSB.

I could not find that frequency being allocated for amateur use in the different regions. Anyone have a guess? (The intonation and laughing does not have me thinking it is military.)

Given your description, and the fact that they're using LSB, my guess would be Asian fishermen...without hearing it, and putting ears to the language, it's rather hard to deduce further

I was hearing it too... notice it splattering onto 11175 USB. I'm sure they loved it :)

The fishermen guess sounds good. The antenna that was selected pulls in signals reasonably well from the Pacific. Definitely not speaking Japanese.
