Default VSP Escort

On I-81 N/B near Winchester. VSP followed by two vehicle, 3 busses and then two more vehicles and a VSP in the end. Any idea what who it might have been?

If the buses looked "secure", I would bank on it being an excort of inmates for the department of corrections.
