They have been doing this for at least 10 years. The SS agents pick on each other about driving it. Telling the new guys it's going to make them sterile. Good friend of mine is a agent. He told me what all it does. Spookie stuff to be sitting beside. I'll ask him again when he get home from the convention it broadcast a ton of stuff also.

According to what was shown on Discovery Channel not that long ago, it works by putting out a broadband, high power signal on common cellular frequencies over a short range. I believe they said like 1/8th of a mile or something.
Again though, that was Discovery Channel, and though they're reliable it was TV...so...

I'm figuring they're more worried about a cell phone-activated IED than another youtube vid of the POTUS' limo.

Gee, I guess it's a good thing that they can't use other frequencies in the spectrum to send a signal to a simple receiver with a little det-cord to the speaker input and some semtex on the other end, lol! (sarcasm injected)

A refresher on basic radio Regulation seems in order...the FCC has NO jursidiction over any US Federal Agency. The FCC's authority is only over non-Federal users of spectrum, that is city, state, local governments plus all business users. The Agency that licenses Federal Agencies, including the FCC, is NTIA. And the regulations are made through IRAC which meets frequently in Washington to coordinate users. The Federal Regulations are published but the frequency assignments are classified and exempt from disclosure under the Freedom of Information Act. As they say in my church, 'here endeth the Lesson."

Well, what I've noticed after at least 5 presidential visits in this area in the last 5-6 years is that there is almost no police radio comms once the VIP starts moving. I even heard the National Park Police announce radio silence when Marine 1 was landing.
As for the cell phone jamming, I realize now that both times it happened the other day I was using a bluetooth headset, and the fact that I heard it and the party on the other end heard it both times now leads me to think it was the Bluetooth getting interference.
Yes, I saw the Suburban with what looked like a platform on the roof and some strange antennas. Anyway, it was cooler to me to watch all that technology and security roll by than the person...

Maybe in your area, but down here the State Police and local police doing the escorts are doing a lot of talking coordinating traffic control efforts. And they are right in the thick of things.
