Win95 Error VB safty sys

I keep getting an error when imputing the trunk/talkgoup IDs into Win95. I screen shot the error and it is attatched. I am doing the Virginia Beach pub safty system I got through "Mutual Aid/Systemwide Talkgoups" and was working on "Fire Talkgroups" I did the first one "AG EMS". The error started with "AG Fire". There is a screen shot of Win95 w/o the error. Am I doing something wrong. I also tried entering the HEX I got the same error. Please advise.

and it isn't listed there. You might want to leave it out all together and try scanning in "open" mode to see what other talkgroup id's might show up.
