Unknown Motorola OSP/codes on new P25 system

Like the title suggests, seeing a few "unknown" lines pop up in my decode logs, thought you might want to see them. This is a brand new (only on the air for about 8 hours) P25 system.

For what it is worth, I have my Harris radio on the system monitoring and it put it into Failsoft mode, so maybe one of those codes represents that?

I will try to post new info as testing continues and maybe make heads or tails of it.

Also, a bit OT, is there any change logs for what has been done in the Preview releases or is that something for us to find out when its released?

I've seen 'unknown' motorola op codes on a local trunk network here too.
There has been some discussion and even speculation locally that some of these propriety motorola op codes have played havoc with some other vendors radios.. There have been cases of non-motorola radios locking up and doing some strange things when these op codes are sent on a regular basis. It could be just a coincidence or maybe it is a conspiracy to make alternative vendors radios unreliable :)

Who knows..

You'll see those on just about every version of Motorola 9600 trunking. They're more or less just background data (stats, config info). We've got some ideas but I don't think anyone has totally ID'd them yet.

Why non-Moto radio would have issues with then is odd since they specifically say they're Motorola created. Why write your radio software to read them if you don't know what they do? Doesn't surprise me.

OK, well that does help me a bit then. My non-Moto radios do not like sitting on this system at all, even at idle. And I've never seen a Failsoft indication on a P25 system.

The Saskatoon Motorola P25 system does also have the Op code 09.
Saskatoon's Motorola Unknown Op code 09. What could it be ?
The first one is the most common and is seen only
on an idle control channel. No data or voice grants.
The others are seen only when there is traffic on the CC.
0D C0 = 3520 divided by 320 = 11 = # of packets (Idle CC)

So what are these ? Count the number of packets/lines from
Op code 09 back to the previous Op code 09. There are 11 packets/lines
on an idle control channel. When there are voice or data grants
the number of packets/lines increases from Op code 09 to the next Op code
09. We can see that the number of packets/lines increases from 11 up to a
high of 21 from Op code 09 to the next Op code 09.
10 packets/lines is 3200 (0C 80) divided by 10 = 320 (01 40) is 1 packet/line
Op code 09 = the number of packets since the previous Op code 09.
It is not the number of packets until the next Op code 09.
Error correction added by Motorola for some reason ?

Unknown Motorola OSP/code 09 on this unknown P25 system.
This system is doing much the same as Saskatoon's P25 system. 320 x 7 = 2240 = 08 C0 on this idle CC.
08 C0 = 2240 divided by 320 = 7 packets/lines of data from Op code 09 back to the last OP code 09.
You will see these Op code 09 packets will change when the control channel becomes active with traffic.

These Motorola proprietary codes so only their equipment will respond to these messages.
Harris or any other gear will not respond to these Motorola messages.
The question is. What Motorola equipment are these messages being sent to ? Data terminals ? If to the radios, then why ?
When this control channel becomes active please post a system zip file here with more data.

Dividing the number in parenthesis by five gets you the same number you calculated by dividing by 320. 320 divided by 5 equals 64 which means you're off by 6 bits.

On most older Motorola P25 systems - opcodes 5 and 9 are mostly zeroes. On newer systems, Motorola seems to have started using the extra bits. Like Mike says - it's all a mystery.

Just a though

Could op code 09 have something to do with a new Motorola P25 radio feature that they may not want their competitors to know about ?
Will this new proprietary message enable Motorola's radios to do something that is new and never available before this time ?
Or is it some other new device ? How system resource dependant is it ? Does it require a low/high level of system capacity ?
Now have a good look at this.
The Saskatoon P25 system ID 4E4 has 10 voice channels and 1 control channel, for a grand total of 11 channels.
It's op code 09 is 0D C0 = 3520 divided by 320 = 11 = the number of packets/lines on it's idle control channel.
This op code 09 message is always the same on it's idle CC and so is the amount of time between these 09 messages.
So what's this message all about ?
This 09 message 0D C0 = 3520 is telling a new unknown Motorola device that 100% of this P25 system's resources are available for it to use.
This 09 message changes/increases and so does the amount of time between these 09 messages as this system loads up with voice grant traffic.
See:
0F 00 = 3840 = 10% of this system's resources are in use and now only 90% is available for it to use.
10 40 = 4160 = 20% of this system's resources are in use and now only 80% is available for it to use.
11 80 = 4480 = 30% of this system's resources are in use and now only 70% is available for it to use.
12 C0 = 4800 = 40% of this system's resources are in use and now only 60% is available for it to use.
14 00 = 5120 = 50% of this system's resources are in use and now only 50% is available for it to use.
15 40 = 5440 = 60% of this system's resources are in use and now only 40% is available for it to use.
16 80 = 5760 = 70% of this system's resources are in use and now only 30% is available for it to use.
17 C0 = 6080 = 80% of this system's resources are in use and now only 20% is available for it to use.
19 00 = 6400 = 90% of this system's resources are in use and now only 10% is available for it to use.
1A 40 = 6720 = 100% of this system's resources are in use. The system is now unavailable = Every op code 09 must be 1A 40 for this to happen.
We can see that this op code 09 is telling a new unknown Motorola device that this system's resources are now in use and how heavy that use is.
But for what purpose ?
Could the op code 09 be a part of some kind of new Motorola P25 system "resource monitor" ?
Could this new Motorola device/radio display the percentage of system resources that are currently available to it's user ?
At this time P25 system users get very little network feedback displayed by their radios other than TG, RSSI and a few beeps and boops, but that may change.
Only a Motorola device/radio can "see" this 09 code. A Harris or other brand device cannot. This is an advantage for the Motorola device on this Motorola system.
I use the system resource monitor on my PC all of the time because it is so helpful. So why not do something like this with a P25 radio ?
Pro96com / Unitrunker display system activity so that we can see how light/heavy the traffic is, but the P25 system's users never see this.
Could a future Motorola radio have a display with something like a signal strength meter that would display real time P25 system activity for it's users ?
The Motorola advantage. A system user maybe monitoring a little used talkgroup but could see the network was in overload. Not a good time to use the radio.
This would also indicate that maybe a major "event" has caused the overload as all the emergency services maybe trying to use the network.
The user could then try listening to other talkgroups to get a greater understanding of what maybe causing the network to overload.

Why would Motorola want to add this feature to their radios ? Will it just be another marketing tool for Motorola's reps ?
Our Motorola gear is just so much more feature rich than the other brands like X and Y. Sell sell sell = $$$.
If This is in fact what op code 09 is all about then the other vendors will soon have to follow the leader. Now that they know about it. I'm sorry, Motorola.
The question is would emergency service providers want and then be willing to pay extra $ for this added Motorola network feedback ?
I think that as P25 radio user I may like knowing how much of a network's resources were available for me to use, before I try making a call.
Would you want this feature in a new P25 radio ?
It looks like Pro96com and Unitrunker may not require any updates to show what this new op code is used for, after all.
I have had the Saskatoon P25 Dump data for almost year, but never spent much time on op code 09 until last Saturday.

It's op code 09 Motorola resource monitor could look something like this, until they add the 3 other voice channels ?
08 C0 = 2240 divided by 320 = 7 packets/lines on it's idle CC.
0A 00 = 2560 = 25% used = 75% available
0B 40 = 2880 = 50% used = 50% available
0C 80 = 3200 = 75% used = 25% available
0D C0 = 3520 = 100% used = Unavailable = every op code 09 would then be show up as 0D C0

If this system is anything like the one in Saskatoon that has 11 channels and 11 packet/lines on it's idle CC.
This system has 7 packet/lines on a it's idle CC, then it may end up having a total of 7 channels. Who Knows ?

Thanks for the analysis!

I have been watching this system since it came online. Very uneventful as of yet, no real activity except for one radio that logs in once or twice a day, keys up on a talkgroup a few times and logs out.

I have attached a few minutes of logs from the system, if you want to see what it looks like. I don't have any activity on it so the values never really change.

For what it's worth, the Harris radios have had a system load meter in the FCC Menu for some time, here is what it looks like:

It works in P25 and EDACS modes. It also shows the "F" for failsoft on this system, not sure if thats a compatibility issue between "M" and "H" but just thought I'd throw that out there.

FWIW, the Motorola OpCode 0x09 has been present since the first time I really started looking at P25 control channel data streams. It's nothing new. Motorola OpCode 0x05 has also has been there since the first time.

I would guess that the data is bitmapped like almost every other control channel packet.

Could op code 09 have something to do with a new Motorola P25 radio feature that they may not want their competitors to know about ?
Motorola is known for announcing information that doesn't pertain to subscribers. They did this a lot with 3600. Though I believe 0x05 is probably evaluated by subscribers as it's related to timing values.

My best guess, and I'm pretty confident it's correct, is for 0x09 which is as you've surmised. There is a "Site Call Load Capacity" configurable value for the site controller. See below:
Defines the maximum limit of the number of simultaneous calls handled by the site. The range of values for this field is 10-30, with a default value of 30.

I've been too lazy to figure out the math. For those with access to CSS it's in the help file, along with the descriptions for the timing values for 0x05 too.

Unknowns on Motorola P25 systems

To gain a full knowledge of the system operation, it is desirable to log both the OSP messages sent on 854.1375 and
the ISP messages sent by the mobiles on 809.1375 to compare how the mobiles and the network operate together.
Logging the LCO messages that accompany the voice and data information sent on 809.9625 / 811.5875 and
814.9625 could also be beneficial. You may have to go mobile to do all of this. I do.

Load all of the P25 trunked site's TX and RX channels into your decode radio so that you can get the additional data.
Start the program running on the control channel and when you see activity move the decode radio to 809.1375 MHz.
If you start seeing packets that's great but if not, you will have to move. Where to start looking ? A good start would
be finding out who owns system 4C9 or the location of the Motorola dealer that maybe doing the site work for them.
When you start getting the ISP messages save these and then try the voice channels 809.9625 / 811.5875 and 814.9625.
Save all of the ISP messages that you can get and then post them here for us to see. Thanks.
This method maybe the only way to get a greater understanding of what the Motorola unknown codes are used for.

Saskatoon City Services P25 radio system 4E4 uses the same WACN BEE00 as the one in Polk County, Iowa.
