FMP Error PLL Not Locked

Today is not the first it's happened, it's the third time.
Anyone know what might be causing this to happen?

I think this is usually related to usb and/or drivers.
Been awhile since I've seen it. IIRC it was either the stick wasn't seated well or I plugged it into an 1.1 port.
