District Of Columbia P25 Phase II - some are garbled

Folks
On DC p25 phase 2 I have several of thr districts coming through all garbled as if they were encrypted except my 536hp doesn't show enc.
Examples: 6th district TGID11035
2nd district TGID11027
etc...
other tgids are Ok such as EMS 6

ALL DCPD TGs are encrypted. Have been for a few years now. DCFD has many encrypted TGs as well.

Just for future reference - many times (as in this case), the listings in the RRDB indicate if the talkgroup(s) are ENC. You'll see this in the "Mode" column for a talkgroup - "E" means encrypted.
