What are all those "Car" units I keep hearing?

under GROUND UNITS... these are the car units... ie CAR 1 is the sheriff, CAR 162 would be a SEATAC DET. and so on...

I never seemed to understand all that. I just happened to hear them a lot in the last two years or so and I was wondering what they were. I think that the SPD does it the same.
