What do park rangers in King County use as far as radio.

Typically state park rangers are dispatched off the WSP area frequency their park lies in. The statewide parks car-car frequency is 151.280.

So then isn't that 59210 or something? How do they also identify themselves when they talk?

As far as I know WSP in king county is still simulcasting P25 conventional on 155.580 and 154.680. But if you're scanning the IWN or WSPDOT you're correct TG 59210 or 59211 or 59209. On WSP they identify by "parks" example "parks 238"
