Im currently spending the day in the greater snohomish county area, and have both the IWN system and WSP conventional system. I have some (not all of the state) conventional channels to P25 with NAC, and cannot hear anything for the life of me there or on IWN.

Can someone clarify for me which system they are on?

They are simulcasting on both conventional and the IWN. Most units are on the IWN but switch to conventional in poor coverage areas. Make sure you have site 9, 11, 44 programmed and set for ID search. And if you're monitoring the conventional channels make sure the NAC is set to search or D80.
