No, there is no scanner that can pick up the Edmonton digital talk groups. Edmonton's system is not apco25.

Scanners don't have the ability to 'decode' ProVoice in their hardware. The people who designed and sell the ProVoice digital modulation system own it and all the rights to it, so it's theirs to do with as they wish. If a scanner manufacturer wants to make a scanner that 'decodes' ProVoice, they would have to pay for the rights from the people who own ProVoice. And the people who own ProVoice have no desire to sell the rights to any scanner manufacturers at all. The other trunking protocols such as Motorola, P25, EDACS, etc., have all been purchased by the scanner manufacturers (or they're free and available to anyone to begin with).
If someone someday manages to convince the owners of ProVoice to sell the ProVoice protocol standards to them, then yes, it's likely we'll see a scanner handling ProVoice at that time. However, the owners of ProVoice sell to their clients that ProVoice is unmonitorable by scanners, and it's much more cost-effective for them to get a billions-dollar contract for a big system than to make a considerably smaller amount on the licensing for a ProVoice-capable scanner.
