Spanish language article??

We have an individual (from Mexico, I think) that added the article below into our wiki...

Unfortunately I don't read Spanish, but what I can read of it, this looks more like an article about an area, with very little scanning related content. It almost reads like something you would find on the main WikiPedia site.

It's spam-ish (yes, that's a bad pun), but before I put a torpedo in it, can someone verify my interpretation? 73 and thanks Mike
