Phase 2 inventory is now complete

I've finished inventorying the database to see which states have stuff at the agency or areawide levels that need to be migrated to the wiki.

There are just over a dozen states that have nothing - 2 or 3 are already done, the rest has stuff to be migrated.

There's still a fair amount of work to be done, but not nearly as mind-numbing as going through every county and trunk system, as was done in Phase 1.

It's very similar to what we've been doing since April - taking external links and files found in various entities in the database (in this case, at the agency and areawide levels) and moving them to the wiki.
