Hello I was up in the Fox Valley today for a few hours making my deliveries today and I had my Uniden BCD396XT with me today and was listening to the Outagamie/Winnebago Counties P25 TRS, I heard lots of activity on the scanner to my surprise and it sounds as if Outagamie has cut over to the new system, these are the Talk groups I heard today: I was fairly busy today so wasn't able to get radio ID #'s but saw them changing everytime the PTT so I knew it wasn't patched audio.
45001- Outagamie County Law Enforcement Disp Ch 1.
45002- Outagamie County Law Enforcement Ch. 2
45091- Appleton PD Dispatch Ch.1
45092- Appleton PD Ch.2
Uknown Users:

45191- Sounded like fire department training
Winnebago County:

I live in the Valley and was surprised when they moved on Monday the 4th. It sounds like the reception was pretty good for you. I have a non-digital scanner now and was waiting to hear how the new system came across and if it was worth the upgrade. The only simulcast right now is Outagamie Dispatch and Fire paging, Appleton is fully operational on the 800mhz system.

When you say "Outagamie Dispatch" are you referring to the SO Dispatch or Fire Dispatch? It sounds like the Outagamie County Sheriff Feed (Outagamie County Sheriff Dispatch) is patching digital traffic onto at least one of their channels. Do you know which one(s)?

Also, just making sure Appleton PD is not using 155.7900/159.1500/155.6850 at all? No patching or anything?

So then...is it just Outagamie Sheriff, Appleton Police and County Fire Departments who made the switch? What about Appleton City agencies (DPW / Fire / Etc), County Highways and other PD's (Kaukauna, Etc) in the county?

From what I can hear on my scanner, the only patch is for Sheriff's dispatch and County Fire. I have not heard any traffic from APD, AFD, Grand Chute, Metro, or Kaukauna on their private channels all week. I believe County Highways and Muni's are still on analog. Fire was still dispatching as of yesterday on 154.250 but I have not loaded 154.430.

What are you hearing on 154.250? Is it just the dispatcher doing paging, or do you hear both sides of the conversation? Does it sound clear like it used to, or does it sound distorted like 155.700 does now? (I listened to 155.700 through the broadcastify stream, so I know what it sounds like now). I'm trying to figure out if it is just paging, or paging and operations, and if it is native VHF analog, or a patch from the new system. Also, when you put 154.430 into your scanner, remember to put it in tone search mode, rather than loading 91.5 PL, since that might have changed. I'll be sure to bring my handhelds when I'm go up there in 2 1/2 weeks.

Also, can anybody tell me if the fire departments in Winnebago County switched over to the new system yet? Last time I was up there in September, they were still exclusively on VHF, but all the law enforcement stuff was on the new system.

Misc stuff and answers.

On the Outagamie County system 45191 is Appleton Fire Main channel (Dispatch). I heard fire dept dispatched to calls on here.

While in Oshkosh and monitoring the Winnebago County site overnight, I heard radio traffic on 45191 and 45001 (Outagamie County Sheriff). I was not monitoring the Outagamie Site. I did not here any other TG's. (but I was not listening continuously either.) Outagamie seems to have done a much better job with matchig radio ID numbers to Officer's Call numbers. Winnebago County did not even try to do that.

MarcusDude, Winnebago County Fire Departments are still on VHF as of 3 am 11-12-13. The switch should be soon. I know part of the hold up was the rural fire depts getting the equipment installed. Another part of the problems is with communication between Neenah/Menasha/Town of Menasha Fire and Appleton and Grand Chute dealing with mutual aid calls.

Both Winnebago and Outagamie County will page out the fire depts / first responders / Oshkosh Fire on VHF. I know there was some issues as to the fire depts in Winnebago County wanting a simulcast on VHF. Most fire fighters will not have personal radio. The radios will be at the dept.

As for Winnebago County TG 61899 Encrypted, This would be Tactical Team / Swat. Always encrypted.

That makes sense, that Winnebago's FDs would wait until Outagamie had their new radios, for interop reasons.

When I was up there in September, I heard testing on TG 45101, which I am GUESSING is Outagamie County Fire Dispatch, but don't quote me on that.

As far as radio IDs, I know Neenah PD's radio IDs are equal to the officer's badge number minus 100: 7181001 is N101's portable, 7181006 is N106's portable, ect. NPD's squad radios are 71818XX's.

Are you guys able to monitor both counties clearly? As I've mentioned before, I'm contemplating updating to a digital scanner in the future, unless they channels are encrypted or its difficult to hear transmissions as I've heard that is an issue with Brown Counties system. Any thoughts would be greatly appreciated. Thanks

I have the Uniden BCD396XT handheld and I can hear Outagamie, Brown and Winnebago clearly. But it depends on the location you are in. These systems are simulcast and it all depends on your location and antenna. I just have the stock antenna. Sometimes they are loud and clear and other times it is hard to understand. At my home in Neenah, I can only pick up Winnebago County in certain locations. Move a few inches or feet and nothing. I can barely pick up Outagamie County in Neenah at my home.

I have monitored Brown and Winnebago. Neither comes in real well from my parents house in Appleton, but the Winnebago County system works well, when I am physically in Winnebago County, and the Brown County system works well when I am physically in Brown County. I havn't gotten to monitor the new Outagamie system, but I will be up there over the Thanksgiving holiday for about 3-4 days, so I'll be monitoring it most of the time.

Thank you both for the responses. I live in Little Chute so in the middle of the Outagamie and between Brown and Winnebago. I'll keep in touch on if/when I upgrade as I have never programmed a digital scanner and want to see what new models may come out in 2014. It's good to know you can still monitor these counties and as an avid listen/user of a scanner since I was a kid, I look forward to picking things back up in 2014 hopefully. Thanks again

Winnebago county UPDATE

On Tuesday night at 9:53 pm Winnebago county made the cut over to the new radio system for all fire departments. Comm. center sent out a page on the VHF frequencies to all departments stating that as of that time all radio communications in Winnebago county will now be on the new radio system.

Day Mode?

Last night, I heard Winnebago County Dispatch on 61601 telling the fire departments to use their portables instead of their station radios because otherwise they wouldn't be able to hear each other. Then they said they were in "Day Mode" anyone know what that means?

After finishing my classes at UWM, I have moved back to Appleton. I have been trying to monitor the new 800 MHz digital system, and am still working out antenna issues. Anyway, I have some updates on VHF channels that are still in use in the area:

OUTAGAMIE COUNTY
155.55000 PL 186.2 patch of OU LAW 1 (TG 45001), (was Kaukauna PD channel 5 "City")
155.70000 PL 107.2 is a patch of something from the trunked system, sounds like some fire channel
154.25000 CSQ patch of something from the trunked system, probably TG 45101
154.43000 PL 91.5 (callsign: WQQK703) is now Outagamie Countywide Fire Paging (was Appleton FD)
OC Highway Dept, and all municipal public works appear to still be on VHF.

WINNEBAGO COUNTY
