Wierd observation

I am relatively new to monitoring ADS-B and still learning, so apologies if this is in the wrong forum or elementary.

I was comparing my RTL 1090 to Flight radar 24 this evening and noticed that Flightradar24 had 3 balloons in flight at 2:00am

N152LB
N219LB
N258LB

The first two were over southern Oklahoma at 51,900 and 52,300 and the third was over Southwestern Mexico just east of the Baja Peninsula also at 52,000

I ran the tail numbers and found that they were reserved to a Mathew Muldern.... no other info was available other than they were balloons.

This is where it gets interesting.... a google search of Muldern says he is Deputy Director of the Airforce Rapid Capabilities office.

Were these homeland security observation balloons or something more interesting... did I stumble onto something?
