Hoover will be on AFRN. Shelby county will also be on AFRN. You should start seeing Shelby county TGs in the next month or so. I believe Jefferson county will patch their system to the AFRN.

can mwin talk groups appear on the Alabama first responder system?

Yes, they are patched through in Baldwin County on an as-needed basis.

By design, you are only going to hear talkgroups on that site, that has affiliated radios there. If there is not a radio affiliated to the talkgroup you want to listen to on that site, you won't hear it. That is how the resources are managed.
