Is there an easier way to find out which agencies are using which site other than scanning the frequencies for that site with the scanner in "ID Search" mode?

To answer your question.
No because radios roam from tower to tower.
I would assume departments out east would use the eastern towers.
Like palmerdale and medical center east.

I'm just listening to the Warrior site. I'm hear the agencies that I thought I should hear this far north. I'm even hearing Warrior fire, they aren't listed in the database as being on the JCPS network. I will submit their ID later. They use their slandered NFM and 800mhz mixed, odd.

It's called a patch. It's basically a crossband repeater.
Are you familiar with that.
It's kind hard to say to say why your a hearing so much.
I have never bothered with other sites.
Because the simulcast gives me what I want.
I do work for a local t.v. station.
With close to 75 scanners operating the simulcast gives me what they want to hear.

I'm still monitoring Birmingham PD and Jefferson County sheriff on the "Jefferson County Public Services" system using an old Pro-96 because it's what I have and it works for me.

My question is, how much longer will this system be operational? Is there a plan to move everything from the Jefferson County system to the AFRN?
