Did you review the threads on here? I see at least 2 threads that were being discussed around 2017 June, July so would suggest you read these. For ARES you will want one that can do cross band repeat so that means FTM-400, FT-8800 or 8900, TM-D710 or TM-V71. I am not certain of Icom or Alinco radios but I do know they each have radios that do cross band repeat. If you want APRS, then TM-D710 and FTM-400 will do APRS with the Kenwood being a little more inclusive of features.
