That is a loaded question, as there are probably 100 radios of all types that would do that.

What are specific requirements that you need met?

Define inexpensive?

If you are talking about something that can be used for public safety and ham, try the Icom F121. 128 channels, 50 watts, covers full VHF 136-174, and wide and narrow.
With USB programming cable and software can be had new from a dealer for about $285

Not too many ham radios that can do the real narrow band that the Part 90 radios are having to go to.
