That was written by John Philip Sousa in 1896. In 1987 It was adopted by US Marine Corp as their official song. You tube John Philip Souse for some more of his marching songs.

The last time I heard it played was during Donald Trump's inauguration, I half expected Clint Eastwood and Marsha Mason to walk past arm in arm..
