Phoenix FD RDC is also the 9-1-1 PSAP for Luke AFB, then they transfer the call to Luke AFB FD. I think the RDC is also the 9-1-1 PSAP for the Gila River Indian Community FD. Phoenix then transfers the call to them to be dispatched.

The Ft. McDowell Indian Community dispatches themselves on the TOPAZ RWC radio system, but uses a seperate talkgroup from the Mesa FD RDC. I don't know who their 9-1-1 PSAP is.
The Salt River Indian Community dispatches themselves, AFAIK. I don't know who their 9-1-1 PSAP is.
Tonto Foothills VFD, a small neighborhood on the north end of Cave Creek, is dispatched by themselves when residents dial a specific telephone number that acts as a reverse autopatch to 159.3600. They also ask residents to dial 9-1-1 for Rural/Metro.
Circle City-Morristown FD dispatches themselves, AFAIK.
Wickenburg dispatches themselves.
I think that covers the Valley.
