It appears the feed-provider is having some problems which may be radio-related or may be computer/connection related. The correct way to notify the fed-provider of a problem is to use the "Report a Problem" button on the appropriate feed page.
Radio Reference has no control over what or how a feed provider supplies audio feeds to the server(s). Letting the feed provider know about a problem is the only way he'll know of the problem (most likely) since the RR computers only email notifications of online/offline status, not audio-quality status.
