Default UV-82 Programming

When in CHIRP I see lines 22 and beyond are grayed out. How do I gray out lines below 22. If I wanted lines 17-21 greyed out how do I do that? I am comfortable with importing and exporting with .csv files into .img files (I think).

1-Did you click "Show Empty"?
2-Where it says "Memory Range" (top left) should be 0 and 127.
