Have not seen any release of TYTools or any other such thing for the MD-2017. Lots of conversation, but no product.
"Promiscuous" mode is called "Monitor" on the 2017. You set it up by assigning one of the programmable keys. When engaged on a digital channel, it will allow the radio to receive any talkgroup. BUT, bear this limitation in mind: on the 2017, Monitor mode does not cross time slots. So If you set your channel up to receive on slot 1, then Monitor will only pick up talkgroups on slot 1, and not slot 2. An unfortunate limitation. To monitor both time slots, you will need to set up 2 channels, one on slot 1 and one on slot 2, and set up a scan group for them, and scan them both in Monitor mode.

Latest release is 1.22 . An new version was recently released for the 9600, which is the mobile version of the 2017, so it's possible a new version for the 2017 may be in the wings.
I should add one other thing: my main gripe against this radio is that there has been no way, unless you shell out the money for Microceph Excel, to load the dmr id database into it. Now there is. A software utility for the Retevis RT82, essentially the same radio as the md-2017, does this and does it well. See the Retevis UserDB Manager, located at:

Now that DMR-MARC has changed their options, the direct download doesn't work, but loading from a csv file does. Takes some manipulating, but it loads and displays as expected, though something like TYTools would probably do a better job of displaying the data.
